Todd Gross' 'Who Decides?' Hits #1 International Best Seller, Offering Framework to Fix Decision Bottlenecks

Leadership coach and executive advisor Todd Gross has achieved a #1 International Best Seller with his new book, Who Decides? Transform How Decisions Are Made in Your Organization, following its July 2026 launch. The book addresses a common organizational challenge: decisions made by the wrong people, at the wrong level, or without clear ownership. Drawing on more than 30 years of consulting with leaders and organizations, Gross argues that issues such as accountability, execution, ownership, bottlenecks, and stalled growth often stem from this root cause.

Gross's framework helps leaders examine not just what decisions are made, but where they should be made, who should own them, when collaboration is necessary, and how to develop people capable of making increasingly important decisions without constantly escalating them. Central to the book is the Five Levels of Decision-Making, a tool designed to give organizations a common language for decision ownership and communication. The book also explores decision severity, stakeholder priorities, emotional pressure, risk, judgment, resilience, delegation, and building a decision-making culture.

"Are the right leaders making the right decisions at the right level within the organization? Organizations generally don't have a good language to talk about that, and they don't teach it," Gross said. Rather than a theoretical leadership book, Who Decides? is built around models leaders can immediately use with their teams. "There is behavioral science and there is psychology in the book. That's not the point of it," Gross explained. "It's how can we make this simple so that people can use it in the organization."

The result is a practical field guide for executives, managers, entrepreneurs, board members, and frontline leaders who want to remove decision bottlenecks, create clearer ownership, and build teams that can move without waiting for someone above them to decide. Steve Kidd, host of Thriving Entrepreneur, said, "The question isn't whether leaders can make good decisions. The real test of leadership is whether you've built people who can make good decisions when you're not in the room. Todd gives organizations a practical language for doing exactly that."

For leaders unsure where to start, Gross recommends identifying the organization's "choke point"—the place where progress repeatedly stops while everyone waits for a decision. "If you really step back and take a look at it, you'll be able to identify, 'Yeah, things get stuck here,'" Gross said. "When you can identify that, then you can start figuring out ways to open that choke point up."
